This is one of those tax changes where HMRC seems to have 'buried the good news'. I definitely didn't know this was coming into effect and it effects me.

Funny how if you don't owe the taxman any money you have to register somewhere (not highly visible) to tell them that, otherwise they'll simply nick it from your savings account. HMRC why don't you simply NOT DEDUCT the tax at source since the person doesn't owe it?

I know I'm pissing in the wind with that sensible thought *sigh*.
