Can agent of debtor access my CRA details?

I had a personal loan with Clode Finance which they have asked TBI Financial to do with when I went on a DMP with CCCS.

Had a shufty at my experian details and they've done a search as below:

Amount £0 over 0 months
Previously searched on
Searched by TBI FINANCIAL SERVICES LTD
Application Type UNRECORDED ENQUIRY

Are they allowed to do this and what's an 'unrecorded enquiry'?
