Good in theory but doubt Wonga et al will be quaking in their boots.

PDL are built for this want it now generation.

Going to somewhere that is slower than 3 nano seconds to get your money isnt going to appeal to many.

That said if it keeps even one person out of the clutches of PDL's it cant be bad.
