That is a nice wimpy response, and a good result for now.
There's just one thing which is not clear from reading what you've put here – did the argument about the fee for the CCA request ever get resolved? I take it you sent them £1 in the usual way and they are just being difficult and unreasonable?
I just don't want this to come back and bite you later if they start alleging that no valid request was ever made.

Wouldn't worry about it too much. Its either:
1) Citi being completely incompetent
2) Citi trying to get their house in order from a compliance perspective but doing it 4 years late (see point 1)
3) Citi not recording that they had already assigned the debt to 1st Credit for collection (see point 2 and then point 1!)"I fear all we have done is to awaken a sleeping giant and fill him with a terrible resolve."

What a nice letter from1st credits 'Debt Help Services', no mention of litigation, doorstep visits and the like.
I especially like this bit... and we wish to take this opportunity to engage in communication with you in relation to understanding your wishes for repayment of the debt.

from 1st November2012 we're changing your credit card agreement with us and adding a new condition to your existing terms and conditions.

I have just looked on payplanplus as i am dumping them , but wanted to copy and paste all the info they have on our accounts and i noticed that this account is showing it is now in the hands of Cabot Financial (Europe) Ltd. I haven't had a letter saying they had assigned this account to them and it is also set as (priority) now i hope they haven't got a ccj without me being informed ?_______________________________________

They would have to sevre you papers at your last address for a money order. So long as you have nort moved recently without telling them, there should not be a CCJ.
Just keep your eye on 1st Credit. It may be a mistatke, or could be getting their ducks in a row. Wait to see if 1st contact you again.
