Have you had any experience with Moneyvault (*************) ? They are based in the UK. They only accept the UK and EU residents. Each account has its own IBAN(BG) EUR only for now. They offer Corporate and Individual account IBANs. GBP and USD coming soon.

USING ATMs ABROAD
Having used ATMs recently in a Far East Country, I have not only been charged a Debit card fee by UK Bank but a local Bank ATM charge as well, which equated to approx £3.00, so all in all each transaction using ATMs in that country was £5.00+ charge approx each transaction.

halifax CC- No fees...
returning gradually to a normal life now ...thanks to AAD...I'm going on my hols to France/Spain again next summer , camping and walking, and wanted a credit card which didn't charge any fees for cash withdrawals or purchases in foreign money.
