What they will be looking for is to establish whether you are a homeowner hence the reference to checking if you having a mortgage which will actually show on your CRA file. Since you're not a homeowner (you rent) there is no point in them serving you with a statutory demand. This leaves them with the court option but only if push comes to shove. However since the debt is over £10k they'll also know that they will be at risk of legal costs if they don't win so they may be reluctant to go down that route if they can bully the money out of you first.
The letter doesn't set you a deadline such as 14 days so it's not LBA but nevertheless it needs an answer. Someone on here will tell how to reply so sit tight and try not to stress, which is easier said than done I know
