PDL's being sold to 3rd party

Hi guys
Just need some clarification.
If a PDL sell a debt to a DCA does the debtor need to be informed in the same way as say when MBNA sold on the accounts to Moorgate i.e letters from both MBNA and Moorgate informing me of the transfer
