EDF - wombats.
They sent out a bill, I paid, then they sent a meter reader and another bill 2 weeks between quarterly bills. It appears they provide estimated readings when their cycle comes around,but if you or a meter reader provides a reading, then they can send you another bill. So much for quarterly bills. They charge when they feel like it, but don't give a rebate when they overcharge.
