Prior to Jan 2005 banks were mainly protected by GISC (General Insurance Standards Council), then the FSA taken over, but the GISC regulator was then optional and not all businesses chose to be protected by these.

To what I know of if your complaint is against a bank prior to 14 Jan 2005, these were governed by GISC, but lots of other loan businesses were not, so the FOS would only be able to investigate a complaint if regulated by any of the above regulators, the same rule goes for the Financial Compensation Scheme (FSCS) unfortunately.
