Result, council admitted they were wrong. They have put the monthly payment plan back in place and are apologising in writing. Thanks guys.

Once you've got the apology in writing make a formal complaint to the council and ask for compensation for 'distress and inconvenience'. The going rate is £50 - £100 according to the Local Government Ombudsman www.lgo.org.uk Enjoy
