An Amex may be less widely accepted than Visa or Mastercard but its not restricted at all
    Exactly

A restricted credit would usually refer to catalogue, store card, etc as it literally allows you to use finance from company A in a shop owned by company A (or that provides credit to such a company)! Best example is the sorry state of M&S cards where it literally could ONLY be used in M&S but when they swapped to MasterCard it was no longer restricted to within M&S.

CC cheques are issued by company A but you can cash them anywhere thus there is no restriction.

The only reason they do not accept them is due to the higher merchant / transaction fee. If they have the capability of accepting Visa / MC, then they CAN accept Amex - they just choose not to.
