    wow...that looks fabulous, thank you - i didn't hire the car, it was a free courtesy car - which i think you've alluded to. A good point that entry to the car park isn't parking, - a queue of cars can add 10 minutes or more before a parkingspace can be found..making the overstay less..even then when i left the car park was almost (90%) empty, so who was inconvenienced ? and the fact my daughter was there at the same times but has not recieved aparking fine..which is odd isn't it. maybe i should go and look at the signs at the car park to see how clear they are too...just for backup ? anyway, should i wait until some more of the 28 days grace elapse before this goes to POPLA, or send it asap ?

      Nothing to be gained from waiting. They can't win. They missed the keeper deadline (14 days) or screwed up the hire requirements mainly because it wasn't a hire. Actually seems to be a flaw in the rules because the RK is not always the keeper and they only get 14 days to contact the keeper which is very hard if you have to contact the RK 1st. (e.g. mum/dad are RK but kid is at uni miles away and is the keeper who shares with a sibling or partner etc. Mum/da as RK have no idea who was driving)

        right, i've cut and pasted that onto the POPLA appeals form which i've now sent using their on-line appeal facility.

          RESULT !!!!

          Received the decision from POPLA this morning, my appeal has been upheld ....wow !

          The reason given was that Parking Eye" had failed to provide a contract between themselves and the landowner
          which authorises them to operate at the site and issue parking charges on the landowners behalf., nor have they
          provided a witness statement confirming the existence of such a contract."
