Change would throw light on our tax burden but may not spell a good deal for savers and pensioners

Reports that the Chancellor may enter the general election promising to merge income tax and National Insurance have revived the debate about the merits of the change. The will to make it is not new, but previous attempts have faltered as governments backed away in the face of a series of practical obstacles.
