Unlicensed Debt Collection Agencies

I have been reading a few diaries and it appears some debt agencies/ debt purchasers are unlicensed. Is there a list of these somewhere and what exactly are the implications of them not being licensed?

I believe there are some serious implications to not being licensed but I also believe the arguments may be quite complex, particularly if you get a judge who isn’t exactly ‘on the ball’.
