If the Ombudsman's Decision was based on a letter which was not proven to have been sent by J D Williams, and you vehemently deny receiving it, then you could make a service complaint about the investigation process (not J D Williams) which will untimely be looked at by The Independent Assessor.

I went down this route some years ago (a complaint by me not my firm) and finally got the justice I deserved.
