Its the only way to get something done.
I would never had done that a few years ago, and for not doing so didn't get anywhere, and understand there are lots that will do this just to get them moving. I take it to the CEO level but do give the Customer Care team a chance first, if I'm not happy with what they say, and they don't come back to resolve it, then its an email to the CEO plus its copied to the Customer Care team as well.
