Irritating mobile phone spam text messages could become a thing of the past, if only regulators and network operators can agree on who should foot the bill on new technology to block them, experts claim. Last month, the Information Commissioner’s Office (ICO) fined two company directors a total of £440,000 for sending out 800,000 texts per day.
