Bad practice in the bailiff industry is being driven by an increased focus on quantity, not quality, by local authorities, according to industry experts. Councils, a key employer of enforcement firms, are increasingly demanding a percentage payment on fees collected which in turn, is driving up the cost of enforcement to people who are already in debt, and leading to bad practice among firms striving to maintain market share.
